Sharjah Publishing City — SPC Free Zone — started as a publishing and printing zone and has broadened into one of the more flexible low-cost licences in the UAE. It is a genuine competitor to SHAMS, and the choice between them usually comes down to activity list rather than price.
Why businesses choose SPC Free Zone
- Broad activity list — publishing and printing at its core, but now covering trading, consultancy, e-commerce and services
- Dual-licence flexibility — several activities can sit on one licence rather than forcing a second entity
- Low entry cost, comparable with the cheapest credible UAE zones
- Zero-visa packages for founders not relocating
- Quick issuance for straightforward activities
Who SPC suits
Publishers, printers and content businesses for the obvious reason. Beyond that, consultants and small trading companies who want more than one activity on a single licence, and founders who are cost-sensitive but want a broader activity list than a pure media zone offers.
The honest comparison is with SHAMS. Both are Sharjah, both are cheap, both deliver the same corporate tax outcome. SPC tends to win where you need several unrelated activities on one licence; SHAMS tends to win on pure simplicity for media and consultancy work.
SPC free zone licence cost
- Licence and registration — among the lower entry points in the UAE, with packages varying by activity count and visa allocation
- Address — bundled into most packages
- Establishment card — roughly AED 1,200 to 2,000
- Each residence visa — roughly AED 3,500 to 5,500 including medical and Emirates ID
Published headline prices across all the low-cost zones tend to exclude the establishment card and visa costs, which is how a quoted figure doubles by the time you are operational. We quote the full first-year cost with government fees shown separately, and our guide to what it really costs to set up in the UAE sets out where the gaps usually appear.
Corporate tax and audit position
An SPC company is a free zone entity like any other. The 0% corporate tax rate on qualifying income is available, but only where you meet the conditions for Qualifying Free Zone Person status — adequate substance in the UAE, qualifying income, transfer pricing compliance, and audited financial statements.
That last condition is not optional. A free zone company claiming 0% must have audited accounts, and the auditor needs to be acceptable to the zone. Companies that treat the audit as a renewal formality tend to discover the problem in the year they most need the accounts to hold up. Our guide to free zone audit requirements covers what each zone expects.
Banking from SPC
Worth saying plainly: a low-cost Sharjah zone with a flexi-desk presents a weaker banking profile than a DMCC entity with real premises. That does not make it unbankable, but it does mean the file has to be stronger — specific activity description, named customers and suppliers, evidence of trading, documented source of funds, and ideally a resident signatory.
We prepare that file as part of formation. See what banks actually assess before you commit to a zero-visa package, because no Emirates ID makes the account materially harder.
Formation process
- Activity selection matched to what you will actually invoice for, with the tax position tested first
- Name reservation under SPC naming rules
- Application and document submission
- Licence issuance
- Establishment card, which is the prerequisite for any visa work
- Visa guidance where required
- Bank account file preparation and introduction
Documents required
- Passport copies for shareholders and manager, valid six months or more
- Passport photographs on a white background
- UAE visa page and Emirates ID where applicable
- Proof of address
- No Objection Certificate where you hold a UAE employment visa
- Attested corporate documents and a board resolution for corporate shareholders
Frequently asked questions
How does SPC compare to other freezone options in Sharjah?
SPC and SHAMS are the two main Sharjah freezone choices, with SAIF Zone the third if you need warehousing. SPC usually wins where you want several unrelated activities on one licence.
What is SPC Free Zone?
Sharjah Publishing City Free Zone, a Sharjah government free zone originally established for publishing and printing businesses and now licensing a much wider range of trading, consultancy and service activities.
Is SPC cheaper than SHAMS?
They are close, and which is cheaper depends on your activity count and visa allocation rather than on a headline figure. Compare the full first-year cost including establishment card and visas, not the advertised licence price.
Does an SPC company need an audit?
If you are claiming the 0% corporate tax rate as a Qualifying Free Zone Person, yes — audited financial statements are a condition. Separately, the zone may require audited accounts at renewal.
Can I get a residence visa through SPC?
Yes, subject to your package allocation. Visa numbers are tied to the package you buy, so decide how many you need before you licence rather than after.
Can an SPC company trade in the UAE mainland?
Not directly. Selling into the mainland generally requires a mainland distributor, a branch, or a mainland licence — and mainland-sourced income is not qualifying income for the 0% rate. Our mainland versus free zone comparison covers the trade-off.
How long does SPC company formation take?
For straightforward activities with complete documents, days rather than weeks for the licence itself. Visas and banking add materially more time, and banking is usually the longest step.
