Meydan Free Zone company setup in Dubai

A Meydan Free Zone company gives you a central Dubai registered address at close to the lowest cost in the emirate. Strong for startups and e-commerce - with one tax caveat worth understanding first.

Central Dubai addressFrom ~AED 12,500No office requirement

Meydan Free Zone gives you a central Dubai registered address at a cost close to the cheapest zones in the emirate. For startups, e-commerce businesses and consultancies who want a Dubai address without Dubai office rent, it is one of the strongest value propositions available.

Why businesses choose a Meydan Free Zone company

  • Central Dubai address at Nad Al Sheba, rather than an outlying industrial zone
  • Low entry cost, comparable with IFZA and well below DMCC
  • Fast issuance for straightforward activities
  • No physical office required — flexi-desk satisfies the address condition
  • Broad activity list covering consultancy, trading, e-commerce and media

Why e-commerce businesses gravitate here

Meydan has become a default for online retail and dropshipping operations, and the reasons are practical rather than promotional.

Payment gateway providers and marketplaces assess the credibility of your registered address. A recognisable Dubai address clears onboarding more smoothly than an address in a zone the reviewer has never encountered. Combined with low cost and no premises requirement, it fits a business whose operation is genuinely online.

The caveat is the same one that applies to every free zone: if you sell to UAE mainland customers, that revenue is generally not qualifying income for corporate tax purposes.

For e-commerce selling to UAE consumers, this needs thinking through properly before you choose. Our guide to mainland versus free zone works through the decision, and free zone corporate tax covers the qualifying income rules in detail.

Realistic first-year cost

  • Licence and registration — from around AED 12,500
  • Flexi-desk address — typically bundled
  • Establishment card — roughly AED 1,200 to 2,000
  • Each residence visa — roughly AED 3,500 to 5,500 all in
  • Realistic first year with one visa — AED 18,000 to 25,000

Zero-visa packages sit lower but leave you without an Emirates ID, which makes corporate bank account opening considerably harder. The full picture is in our Dubai setup cost breakdown.

Formation process and timeline

  1. Activity selection and structure — matching activities to what you will actually invoice for, and testing the corporate tax position
  2. Name reservation under Meydan naming rules
  3. Application submission with shareholder and manager documents
  4. Licence issuance — typically within a week for straightforward activities
  5. Establishment card — prerequisite for any visa work
  6. Visa guidance — entry permit, status change, medical, Emirates ID, stamping
  7. Bank account — file preparation and introduction

Getting your activities right

Your licence permits you to invoice only for the activities listed on it. Choosing too narrowly leaves part of your revenue outside licensed scope; assuming a broad-sounding activity covers adjacent work is equally risky, because definitions are specific.

Amendment later is possible but costs fees and time. This is the cheapest place in the whole process to spend an extra hour.

Documents required

  • Passport copies for all shareholders and the manager, valid six months or more
  • Passport-style photographs on a white background
  • Current UAE visa page and entry stamp, if applicable
  • Emirates ID for existing UAE residents
  • Proof of address — recent utility bill or bank statement
  • No Objection Certificate where you hold a UAE employment visa
  • For corporate shareholders: attested incorporation documents and a board resolution

Documents issued outside the UAE generally require legalisation, which takes weeks rather than days. Start that early if a corporate shareholder is involved.

What year two looks like

Licence renewal broadly matches year one minus registration. Beyond that you will need corporate tax registration and filing, maintained bookkeeping, and audited financial statements if you claim Qualifying Free Zone Person status — which applies regardless of revenue.

Visa renewals fall every two to three years. Compare zones on three-year cost rather than the opening licence fee; that is where the differences actually show.

Meydan compared

  • vs IFZA — similar cost. Meydan wins on address perception, IFZA often on issuance speed.
  • vs DMCC — DMCC costs several times more and mandates annual audited accounts, but carries recognition that matters in commodities and international trading.
  • vs mainland — mainland costs more and needs real premises, but permits direct trade with UAE customers without the qualifying income constraint.

Banking from Meydan

Bank account opening is where free zone setups most often stall. Banks assess substance, activity clarity and source of funds — and a flexi-desk entity with a non-resident director is a weaker profile than one with premises and a resident signatory.

Meydan’s Dubai address helps at the margin, but the file matters more than the zone. A specific activity description, named suppliers and customers, evidence of the business, documented capital source and a resident signatory move applications far more than the licence itself. We prepare that file during formation rather than after a rejection — the common failure points are set out in why corporate accounts get rejected.

Substance and the 0% rate

Substance is one of the five Qualifying Free Zone Person conditions, and it is the one flexi-desk structures find hardest.

The test asks whether your core income-generating activity genuinely happens in the zone — real premises, real people, real expenditure. A company whose only UAE presence is a desk it has never used, run by a director who lives abroad, is exposed on this even if every other condition is met.

That does not mean a flexi-desk disqualifies you. It means the rest of the picture has to carry more weight: a resident manager, genuine local costs, and decisions demonstrably taken here. We assess this before recommending a structure, because retrofitting substance after a challenge is far harder than building it in.

Three mistakes we correct most often

  1. Choosing on licence price alone. The tax consequence of the wrong jurisdiction dwarfs a few thousand dirhams. See mainland vs free zone.
  2. Taking a zero-visa package, then needing a bank account. Without an Emirates ID the path narrows sharply.
  3. Selecting activities too narrowly. Revenue invoiced outside your licensed activities is a licensing problem and a tax presentation problem at once.

Meydan sits in the mid-range for Dubai. As with every freezone, budget for the establishment card and visas on top of the advertised licence figure rather than treating that figure as the cost of an operating company.

It is one of the more popular choices, largely because the Dubai address helps with payment gateway and marketplace onboarding. The qualifying income question still applies if you sell to UAE customers.

No. Flexi-desk arrangements satisfy the address requirement.
