PRO services are the government paperwork layer of running a UAE business — visas, labour files, Emirates ID, attestations, licence renewals and immigration clearances. None of it is complicated individually. All of it is time-consuming, sequential, and unforgiving of a missing document.
What AONE does here, stated plainly. We are a chartered accounting and audit practice. We advise on PRO matters — the sequence, the documents, the timing, and how visa and labour decisions land in your payroll, gratuity accrual and audited accounts. We do not process visas, operate as a registered PRO, run a typing centre or submit immigration applications on your behalf. Where you need that done, you appoint a licensed PRO or typing centre, and we make sure the plan they work to is the right one.
What PRO services in Dubai cover
- Residence visa processing — entry permit, status change, medical, Emirates ID, stamping
- Labour and establishment cards, and MOHRE file management
- Family sponsorship for spouse, children and in some cases parents
- Licence renewals across mainland and free zone authorities
- Document attestation and legalisation, including degree and marriage certificates
- Legal translation into Arabic where required
- Immigration clearances, visa cancellations and exit formalities
- Ejari registration and tenancy formalities for mainland entities
Why businesses outsource it
Three reasons, and the first is the one people underestimate.
Sequence. These processes have dependencies. The establishment card must exist before any visa work. Status change must precede medical in some cases and follow it in others depending on the applicant’s current position. Getting the order wrong means starting again, not merely waiting.
Time. A single visa involves multiple physical appointments and system submissions. For a company processing several a quarter, that is a meaningful part of someone’s role.
Change. Requirements and portals change without announcement. A process that worked six months ago may now need an extra document.
The residence visa sequence
- Establishment card — issued after your licence; nothing else can begin without it
- Entry permit — the employment entry visa
- Status change or exit and re-entry, depending on the applicant’s current status
- Medical fitness test — blood test and chest X-ray
- Emirates ID biometrics
- Visa stamping into the passport
- Labour contract registration where applicable

Budget two to four weeks per visa in normal conditions. A medical result requiring follow-up extends it, and there is no way to accelerate that step.
Attestation is the step that derails timelines
Attestation of documents issued outside the UAE is measured in weeks, sometimes months. It is the single most common cause of a delayed setup, and it is entirely predictable.
Degree certificates for regulated professional licences, marriage and birth certificates for family sponsorship, and corporate documents for a foreign shareholder all require legalisation in the country of origin before UAE attestation.
Start this before anything else if it applies to you. We flag it at the first conversation rather than at the point it blocks the file.
Renewals and why lapses compound
Licence renewal, establishment card renewal, visa renewal every two to three years, and Ejari renewal annually for mainland entities. Each has its own date, and they do not align.
A lapsed licence blocks visa processing. A lapsed establishment card blocks new hires. An expired visa affects the employee’s banking and their family’s status. The failures cascade, which is why tracking matters more than the individual transactions.
Licence renewal also frequently requires audited financial statements in free zones such as DMCC and JAFZA — so the renewal date and your audit timetable need to be planned together rather than separately.
Golden Visa applications
Ten-year residence without a sponsor, through investor, entrepreneur, specialised talent or property routes. Owning a company does not itself qualify you.
Investor routes generally require evidence of value, which comes from your accounts — audited statements and sometimes a formal valuation — plus a clean compliance record. Applications stall on documentation far more often than on eligibility. See Golden Visa through your company for what each route needs.
Where PRO work meets your accounts
Visa and labour processes create accounting consequences that are frequently missed. WPS payroll compliance is mandatory for mainland employers. End of service gratuity accrues from the first year of service and belongs on the balance sheet as it builds — see end of service gratuity.
Because we handle both PRO work and accounting, the employee joining through one process appears correctly in payroll and accruals through the other. Where those functions sit with different providers, the accrual is the thing that gets forgotten.
Frequently asked questions
No. We are a chartered accounting and audit practice. We advise on the sequence, documents and timing, and on how visa and labour decisions affect payroll, gratuity accrual and your audited accounts. The submissions themselves are made by a licensed PRO or typing centre that you appoint.
Public Relations Officer - the role responsible for government liaison. In practice it means handling visa, labour, immigration and licensing formalities.
Typically two to four weeks per applicant, assuming documents are complete and the medical is straightforward.
Yes. The sequence matters and requirements change, but there is nothing stopping a company doing its own submissions. Most appoint a licensed PRO or typing centre once they are processing more than a handful. AONE advises on the plan either way; we do not make the submissions.
Weeks, sometimes months, depending on the issuing country. It is the most common cause of delayed setups and should be started first.
Yes. Free zone visa processing follows a similar sequence, coordinated through the zone authority rather than MOHRE.
Visa guidance is blocked, penalties accrue, and in some zones the licence can be suspended - which affects banking and existing employees.
Where to start
Tell us what you are trying to achieve and by when. We will map the sequence, confirm the document list, flag anything that needs attestation early, and give you a realistic timeline rather than an optimistic one — then you take that plan to your PRO or typing centre.
If you do not have one, say so. We will tell you what to look for and what a reasonable fee looks like, without taking a commission on the referral.
