Excise tax applies to a narrow list of goods — tobacco, energy drinks, carbonated drinks, sweetened drinks and electronic smoking devices — at rates of 50% or 100%. It is charged once in the supply chain, and it catches importers who assumed VAT was their only indirect tax obligation.
Which goods are excisable
- Tobacco and tobacco products — 100%
- Electronic smoking devices and liquids — 100%
- Energy drinks — 100%
- Carbonated drinks — 50%
- Sweetened drinks — 50%
The sweetened drinks category is the one that surprises people. It reaches well beyond obvious soft drinks into juices with added sugar, flavoured waters, concentrates and powders intended to be made into a drink.
If you import or produce anything in a bottle or can with added sugar or sweetener, check the classification rather than assuming. Getting it wrong means either paying tax you did not owe or, more commonly, discovering an unregistered liability.
Who must register
There is no registration threshold. Unlike VAT, a single import of excisable goods creates an obligation.
- Importers of excise goods into the UAE
- Producers of excise goods in the UAE
- Stockpilers holding excise goods on which tax has not been paid
- Warehouse keepers operating a Designated Zone for excise goods
Charged once, not at every sale
Excise differs structurally from VAT. VAT is charged at each stage with input recovery along the chain. Excise is charged once — at import, production or release from a Designated Zone — and then sits in the cost of the goods.
The commercial consequence matters: excise is not recoverable. It is a genuine cost that must be priced in, and at 50% or 100% of the retail selling price it dominates the margin calculation for these products. Businesses that model pricing on landed cost without excise get this badly wrong.
How excise tax is calculated
Excise is calculated on the higher of the price published in the FTA’s Standard Price List and the designated retail selling price of the goods.
That means you cannot reduce the liability by selling cheaply — the published price sets a floor. Products must be registered on the FTA system with their prices before they can be legitimately imported or sold, which is an administrative step importers frequently discover late.
Designated Zones and cash flow
Excise Designated Zones allow goods to be held without the tax becoming due, deferring it until the goods leave the zone for the local market.
For an importer holding significant stock, that deferral is a material working capital benefit — paying 100% excise on goods sitting in a warehouse for months ties up cash unnecessarily. Operating one requires a warehouse keeper registration, a financial guarantee, and stock records robust enough to account for everything entering and leaving.
Returns and records
Excise returns are filed monthly, with payment due at the same time. Declarations are also required when goods are imported or released from a Designated Zone.
The compliance burden sits in stock records rather than in the return itself. You must be able to account for every unit — imported, produced, held, released, exported, destroyed. Discrepancies between physical stock and declared movements are exactly what a review examines, which makes inventory accounting central rather than incidental here.
Excise and VAT together
Both can apply to the same goods, and the order matters: excise is included in the value on which VAT is calculated.
So an energy drink carries 100% excise, and VAT is then charged on the excise-inclusive price. Businesses that calculate the two independently understate the total and absorb the difference from margin.
Excise tax registration in the UAE
There is no registration threshold. Unlike VAT, a single import of excisable goods creates the obligation — which is why importers who assumed VAT was their only indirect tax exposure are the ones most often caught.
Registration is completed through the FTA portal and covers importers, producers, stockpilers holding goods on which tax has not been paid, and warehouse keepers operating an excise Designated Zone.
Before you can legitimately import or sell, each product must also be registered on the FTA system with its price. That product registration step is separate from registering the business, and it is the one importers discover late — goods can sit uncleared while it is completed.
We handle both: the entity registration, the product price registrations, and the monthly returns and stock records that follow. If you are unsure whether your goods are excisable at all — and for anything sweetened, that is less obvious than it looks — send us the product list first.
Excise tax registration in the UAE: who must register
Excise tax in the UAE applies to tobacco and tobacco products, energy drinks, carbonated drinks, sweetened drinks, and electronic smoking devices and liquids. If you import, produce, stockpile or release these from a designated zone, you must register — there is no turnover threshold to fall below.
The sugar tax in the UAE is the part most businesses underestimate. Sweetened drinks attract excise at 50%, and the definition is broader than fizzy drinks: it captures any product with added sugar or sweetener intended as a beverage, including concentrates, powders and extracts. Importers of syrups and drink mixes are frequently caught by surprise.
Registration is through EmaraTax, and stock on hand at registration must be declared. Ongoing obligations include monthly returns, designated zone reporting where relevant, and price declarations for new products. Getting the product classification right at the outset is far cheaper than a reclassification with backdated liability.
Frequently asked questions
No. Unlike VAT, a single import of excisable goods creates a registration obligation.
The category is broader than obvious soft drinks - it reaches juices with added sugar, flavoured waters, concentrates and powders. Check classification rather than assuming.
No. Excise is charged once and is not recoverable. It is a genuine cost that must be priced into the product.
On the higher of the FTA Standard Price List price and the designated retail selling price - so selling cheaply does not reduce the liability.
Monthly, with payment at the same time, plus declarations on import and on release from a Designated Zone.
Often yes. Excise is included in the value on which VAT is then calculated, so they compound rather than run in parallel.
Getting started
Send us your product list. The first question is always whether the goods are actually excisable — and for anything sweetened, that answer is less obvious than it looks.
