Chartered accountants in Dubai: what the title legally means, and how to check

Since 28 March 2024, “Chartered Accountant” has been a protected title in the UAE. Only individuals licensed by the Ministry of Economy may use it — and most people hiring one have never been told that.

Search for chartered accountants in Dubai and you will get a list of firms. What almost none of those pages tell you is that since 28 March 2024 the words “Chartered Accountant” have had a specific legal meaning in the UAE — and that you can check, in about two minutes, whether the firm quoting you is entitled to use them.

“Chartered Accountant” is a protected title in the UAE

Federal Decree-Law No. 41 of 2023 on the Regulation of the Accounting and Auditing Profession came into force on 28 March 2024, repealing Federal Law No. 12 of 2014 in its entirety.

Only individuals licensed by the Ministry of Economy to practise the accounting and auditing profession are entitled to describe themselves as Chartered Accountants. The law further prohibits a person from acting in the capacity of a Chartered Accountant when carrying out work that falls outside the accounting and auditing profession.

That is the single most useful thing to know before appointing anyone. It converts a marketing word into a checkable fact. “We are chartered accountants” stops being a claim about prestige and becomes a claim about a licence — and a licence has a number attached to it.

The law covers chartered accountants and accounting firms licensed onshore by the Ministry, and firms in the financial free zones — the DIFC and ADGM — that intend to provide auditing and related services onshore. A DIFC-licensed firm doing onshore work is therefore subject to both regimes at once.

How to check a chartered accountant in Dubai, in two minutes

Four steps. None of them require you to understand accounting.

  1. Ask for the individual licence number of the person who will sign your work, and the firm licence number. Not the trade licence — the professional licence issued by the Ministry of Economy.
  2. Check an audit report you already hold. Since the new law, every audit report must carry the auditor’s licence number and the name and licence number of the issuing firm on the face of the report. If you have been audited before, the numbers are sitting in your own files.
  3. Verify both with the Ministry of Economy. The Ministry maintains the register of licensed auditors and audit offices and publishes decisions of its Professional Compliance Committee, including disciplinary outcomes.
  4. Ask who signs. A report must be signed by the auditor who performed the work, or by a manager or partner of the firm who is a licensed auditor. “Our associate firm signs it” is a different arrangement from the one you think you are buying.

A firm that hesitates on step one has answered the question. We publish our own position below for exactly that reason.

Chartered accountant, auditor, accountant, bookkeeper

These words are used interchangeably in Dubai marketing and they are not interchangeable in law.

RoleWhat it means hereLicence needed
Chartered AccountantProtected title under Decree-Law 41/2023. Permitted to practise the accounting and auditing profession, including audit, review of financial statements and other confirmation servicesYes — Ministry of Economy
AuditorIn practice the same licensing regime. The distinguishing feature is the engagement: an independent opinion on financial statementsYes — Ministry of Economy
AccountantA job title. Describes what someone does, not what they are licensed to certifyNo
BookkeeperRecording transactions. Legitimate and useful; not a regulated professionNo

The practical consequence: a bookkeeper can keep your records perfectly well, but cannot sign an audit opinion. And the firm that prepared your books should not be the firm that independently audits them — that is a self-review threat, and it is the reason we separate the two internally. The four kinds of accounting firm in Dubai guide goes through that in more detail.

ACCA, ICAI, ICAEW, CPA — and the UAE licence

This is where most confusion lives, particularly for the large number of businesses here looking specifically for Indian CA firms in Dubai or UK-qualified accountants.

A professional qualification and a UAE licence are two different things.

  • ACCA — the Association of Chartered Certified Accountants. Members are Chartered Certified Accountants. A global qualification, widely held in the UAE.
  • ICAI — the Institute of Chartered Accountants of India. Members are Chartered Accountants in India. Very common in the UAE given the size of the Indian business community here.
  • ICAEW, CPA, CIMA — equivalent bodies in the UK, United States and elsewhere.
  • UAECA — the UAE Chartered Accountant designation, offered since 2014 through the Accountants and Auditors Association, the UAE’s IFAC member body.

None of these, on their own, licenses someone to practise as a Chartered Accountant in the UAE. The licence is a separate statutory permission from the Ministry of Economy. A qualification is normally a prerequisite for it — alongside experience, association membership and professional indemnity insurance — but it is not a substitute.

So a genuinely qualified Indian CA, newly arrived, is a qualified accountant and is not yet a UAE Chartered Accountant. Both facts can be true at once, and neither is a criticism. The error is only in conflating them.

Why the licence question is not pedantry

The new law attached real consequences to getting this wrong, which is the clearest signal of how seriously the Ministry intends to treat it.

BreachConsequence
Practising the profession without a licencePrison from 3 months, fine AED 100,000 – 2,000,000
Signing a report not prepared by you or under your supervisionPrison from 3 months, fine AED 100,000 – 2,000,000
Signing a report known to be falsePrison from 1 year, fine AED 300,000 – 5,000,000
Breach of professional duties, standards or ethicsWarning, fine AED 10,000 – 1,000,000, suspension 1 month – 3 years, or licence cancellation

The Ministry may publish the outcome of investigations and the decisions of its Professional Compliance Committee. Judicial authorities must notify the Ministry of civil and criminal judgments against auditors — previously only criminal judgments were reportable.

There is also a ten-year document retention obligation, up from five, running from the date the report was issued to you. If the firm’s licence is cancelled, its partners remain responsible for that retention period. In practice that is a quiet argument for appointing a firm that will still exist in ten years.

Chartered accountants across the UAE, not just Dubai

The licence is federal. A chartered accountant licensed by the Ministry of Economy is licensed for the UAE, not for an emirate — which means a Dubai-licensed firm can act for an Abu Dhabi or Sharjah company without any additional registration.

What does change by location is the authority you file with, and whether that authority keeps its own approved list. Free zones frequently do.

  • Dubai mainland — Department of Economy and Tourism; audited accounts increasingly requested at renewal
  • Dubai free zones — DMCC, JAFZA, DAFZA, Meydan, IFZA, Dubai Silicon Oasis and Dubai South each run their own approved auditor arrangements
  • Abu Dhabi — ADDED for mainland, plus ADGM under its own common-law regime. See audit firms in Abu Dhabi
  • Sharjah — SHAMS, SAIF Zone and Hamriyah. See our Sharjah page
  • DIFC and ADGM — registered auditor regimes of their own; a firm doing onshore work from either is subject to both sets of rules. See DIFC and ADGM compliance

So “are you licensed?” and “are you on my zone’s list?” are two separate questions, and you need a yes to both.

Where AONE sits, stated plainly

We think a page about checking credentials should start by publishing its own.

  • Registered auditor with the UAE Ministry of Economy. The audit is performed and signed in-house. We do not subcontract the opinion to an associate firm and present it as ours.
  • ACCA Approved Employer — Platinum (Trainee Development), reference 2000004074, valid to 31 December 2029. That is an accreditation of the firm’s training and development standard, awarded by ACCA.
  • ACCA-qualified accountants on the team, including at the level that reviews and signs.
  • Offices in Dubai and Sharjah, working across the UAE.

Two things we deliberately do not claim. We are not a Big Four firm and do not price like one. And we do not hold ourselves out as doing work we are not licensed or staffed for — which is why our PRO services page says we advise on visa and labour processes rather than process them.

If you want the licence numbers, ask and we will give them to you before you have committed to anything. That is the test we have just suggested you apply to everyone else.

What a chartered accountant in Dubai actually does for you

The licence matters because of what it lets someone certify, and most UAE businesses need at least three of these in a normal year.

What we cannot tell you on a web page is the fee, because it depends on entity count, transaction volume and the state of the records. Anyone quoting a chartered accountant’s fee without asking those three questions is guessing.

Chartered accountants in Dubai — frequently asked

Yes. Under Federal Decree-Law No. 41 of 2023, which came into force on 28 March 2024 and repealed Federal Law No. 12 of 2014, only individuals licensed by the Ministry of Economy to practise the accounting and auditing profession may describe themselves as Chartered Accountants. The law also prohibits a person from acting in the capacity of a Chartered Accountant when doing work that falls outside the accounting and auditing profession.

No, not by itself. ACCA, ICAI, ICAEW and CPA are professional qualifications awarded by overseas bodies. The UAE licence is a separate, statutory permission granted by the Ministry of Economy. A professional qualification is normally a prerequisite for that licence, alongside experience and association membership, but it is not a substitute for it. Someone can be a genuinely qualified accountant and still not be licensed to use the title here.

Ask for the individual licence number and the firm licence number, then verify both with the Ministry of Economy. On any audit report issued since the new law, both numbers must appear on the face of the report — so if you have had an audit before, the numbers are already in your own file. A firm that hesitates to give you a licence number has answered the question.

In UAE law they sit under the same licensing regime. In practice the distinction is what the engagement is: an audit is an independent opinion on financial statements, which only a licensed auditor may sign, while accounting and bookkeeping is the preparation of those records. The same licensed person may do both — but not for the same client in the same year, because preparing the numbers and then independently auditing them is a self-review threat to independence.

Under the old law, accountancy firms were required to be at least 25% owned by a UAE national. Federal Decree-Law 41/2023 is silent on that requirement, which indicates that full foreign ownership is now possible. Firms may be formed as a professional company of two or more Chartered Accountants, a professional corporation with an international firm, or a branch of an international firm.

The law carries criminal sanctions, not just professional ones. Practising the accounting and auditing profession without a licence attracts a prison sentence of at least three months and a fine of AED 100,000 to AED 2,000,000. Signing a report known to be false attracts at least one year and a fine of AED 300,000 to AED 5,000,000. Disciplinary measures separately include fines of AED 10,000 to AED 1,000,000, suspension of one month to three years, or cancellation of the licence.

Ten years from the date the report was issued to you, extended from five under the old law. Where documents relate to legal proceedings, the ten years runs from the date of the final judgment. That obligation survives the firm: if a licence is cancelled, the partners remain responsible for the retention period.

Not necessarily. Bookkeeping itself is not a licensed activity in the way that audit is. The question is what happens next: if those books feed an audit, a corporate tax return or an FTA query, the standard they were kept to becomes the issue. Many businesses use a bookkeeper for volume and a licensed firm for the year end, which is a legitimate structure provided the independence lines are respected.
