Minimum wage in Dubai and the UAE: what actually applies

There is no general statutory minimum. There are several specific salary floors that people mistake for one, and one real compliance risk that has nothing to do with either.

There is no universal statutory minimum wage in the UAE. Federal Decree-Law No. 33 of 2021 allows one to be set by Cabinet decision, and no general minimum has been set. What does exist is a set of specific salary floors that apply in particular situations — and they get confused with a minimum wage constantly.

Why there is no general minimum

The Labour Law provides the mechanism for a minimum wage to be determined but does not fix one. In practice, pay is set by contract and by the market, which varies enormously by sector, nationality of hire and skill level.

What the law does enforce is that you pay what you agreed. The Wage Protection System requires salaries to be paid through approved channels on time, and non-compliance blocks new work permits and can suspend the establishment file. So the obligation is not a floor — it is proof of payment.

For employers, WPS compliance is the actual risk, not a minimum wage that does not exist. If salaries are late or paid outside the system, the consequences arrive through MOHRE rather than through a wage claim. Our payroll and WPS service exists because this trips up more SMEs than anything else in employment compliance.

The salary figures that do exist

FigureWhat it actually governsNot
AED 4,000 (or AED 3,000 plus accommodation)Commonly applied minimum salary for a resident sponsoring a family visaA minimum wage — it is a sponsorship eligibility threshold
AED 8,000 / AED 15,000Higher thresholds reported for sponsoring more distant relatives and friends on visit visasAnything to do with employment law
Domestic worker minimumsSet under the domestic workers framework and often by bilateral arrangement with the sending countryApplicable to the general workforce
Emirati employee salary floorA minimum reported for UAE national employees in connection with Emiratisation and WPS, with contracts to be aligned during 2026Applicable to expatriate staff

The last row deserves care. Reporting points to a minimum applying to Emirati employees only, tied to the Emiratisation framework rather than to general employment. If you employ UAE nationals, confirm the current position and your compliance date directly with MOHRE — and read our Emiratisation employer guide, because the penalties there run monthly and per unfilled role.

Why people search this, and what they usually need

Most searches for “minimum wage in Dubai” are really one of three questions.

“Can I sponsor my family on this salary?” That is a visa eligibility question, governed by the sponsorship threshold rather than any wage law. See our guide to UAE family visa requirements.

“Is this job offer reasonable?” There is no legal benchmark to measure it against. Compare against the market for the role and, more importantly, read what the contract says about accommodation, transport, air fare and end-of-service — those change the real value far more than the basic figure.

“What do I have to pay my staff?” What you contracted, through WPS, on time. Plus end-of-service gratuity on termination, which accrues from day one whether or not you have provided for it.

What employers should actually be worrying about

  • WPS compliance. Late or off-system salary payments block work permits. This is the live risk.
  • Gratuity provisioning. End-of-service accrues continuously. A company that has never provided for it has an unrecorded liability sitting in its accounts — and its auditor will say so. Our gratuity calculator will size it.
  • Emiratisation targets if you are in scope, where penalties run monthly rather than as a one-off fine.
  • Accommodation treatment. Housing provided in kind rather than as an allowance now has a VAT consequence as well as a payroll one, following the 1 October 2026 changes.
  • Total employment cost. Basic salary is rarely more than two thirds of what an employee actually costs — the employee cost calculator works out the rest.

And no, there is no income tax on salary

Salary is not subject to UAE personal income tax. That has not changed with corporate tax.

What did change is that individuals carrying on a business in the UAE come within corporate tax as natural persons where turnover from that business exceeds AED 1 million in a calendar year. Employment income is outside it; freelance and consulting income earned in your own name may not be.

If you are an employer

The question worth asking is not what you must pay, but whether your payroll can prove what you paid, when, and through which channel. That is what gets tested — in a MOHRE inspection, in an audit, and in any dispute with a former employee.

Frequently asked questions

There is no universal statutory minimum wage in Dubai or anywhere in the UAE. Federal Decree-Law No. 33 of 2021 allows a minimum wage to be set by Cabinet decision, but no general minimum has been established. Pay is set by contract and by the market.

No general minimum applies to expatriate employees. Specific salary figures exist for particular purposes - family visa sponsorship eligibility, domestic workers, and reported minimums for Emirati employees under the Emiratisation framework - but none of these is a general wage floor.

A resident sponsor is commonly required to earn at least AED 4,000 a month, or AED 3,000 where the employer provides accommodation. Higher thresholds are reported for sponsoring more distant relatives or friends on visit visas. This is a sponsorship eligibility threshold, not a minimum wage.

Yes, where the Wage Protection System applies. Salaries must be paid through approved channels and on time. Non-compliance blocks new work permits and can suspend the establishment file, which makes it the practical risk for employers rather than any wage floor.

No. Employment income is not subject to UAE personal income tax. Individuals carrying on a business in the UAE do come within corporate tax where turnover from that business exceeds AED 1 million in a calendar year, but that does not apply to employment income.

Reporting points to a salary floor applying to UAE national employees in connection with the Emiratisation framework, with contracts and WPS files to be aligned during 2026. It is tied to Emiratisation rather than to general employment law, so confirm your position and compliance date directly with MOHRE.

Basic salary is rarely more than about two thirds of the real cost. Add visa and permit costs, medical insurance, end-of-service gratuity accruing from day one, air fare where contracted, and accommodation or an allowance. The employee cost calculator works it through.

Gratuity is calculated on basic salary and length of service, so how a package is split between basic and allowances directly affects the liability. A company that has never provided for it carries an unrecorded liability its auditor will raise.

Can your payroll prove what you paid?

WPS compliance and gratuity provisioning are where employers actually get caught. We will review both and tell you what is exposed.
