Who Creative City business setup suits

The address question, answered honestly

This is the only real objection to Creative City, and it deserves a straight answer rather than a sales one.

For most consultancy and digital work, nobody looks. Clients care about the contract, the invoice and whether the work is good. A Fujairah address on a trade licence is not something an international client interrogates.

It matters in three situations: where your buyer is a large UAE corporate or government entity whose procurement team checks the licence; where you need to appear physically premium because your competitors do; and where a bank’s relationship team forms a view about substance. Between Creative City and SHAMS the difference is marginal on cost and comes down to the activity list and which emirate you would rather name. Against a Dubai zone, you are trading perception for several thousand dirhams a year. Our free zone comparison works through that properly.

Formation process

  1. Confirm the activity sits on the approved list — this is where most applications get delayed.
  2. Reserve the name and submit the application with passport and supporting documents.
  3. Licence issued, then establishment card and visa quota if you are taking visas.
  4. Residence visa processing: entry permit, medical, Emirates ID. We advise on this; we do not process it.
  5. Open the bank account.
  6. Register for corporate tax, and for VAT if you cross the threshold.

Banking is the real constraint

A low-cost zone licence and no physical premises is the profile banks scrutinise hardest. It is not a blocker, but it means the application file has to carry the weight the address does not: signed client contracts, a credible activity narrative, a resident signatory, and evidence of where the money comes from.

Corporate tax: the zone changes nothing

A Creative City company registers for corporate tax and files a return like every other UAE company. The 0% rate is available to a Qualifying Free Zone Person on qualifying income, subject to substance, qualifying activities, the de minimis test and audited financial statements.

For a small consultancy, Small Business Relief is often the more relevant provision than the free zone regime — it applies where revenue is at or below AED 3 million and now runs to tax periods ending on or before 31 December 2029.

Freelance permit or company?

A freelance permit is cheaper and simpler, and it works while you are one person invoicing a handful of clients. A company becomes the better answer when you want to take on staff, bring in a partner, limit liability, or sign contracts that a counterparty will not sign with an individual.

Moving from permit to company later is a new formation rather than a conversion, so it is worth deciding deliberately at the start. We will tell you which one your actual plan needs.

Annual obligations

  • Licence renewal each year, plus visa renewals on their own cycle.
  • Accounting records adequate to support a corporate tax return — see accounting and bookkeeping. “I keep the invoices in a folder” is not adequate.
  • Corporate tax return within nine months of your year end.
  • Audited accounts if you claim Qualifying Free Zone Person status.
  • VAT returns if registered.
