Masdar City Free Zone in Abu Dhabi is not a general-purpose cheap licence, and choosing it for cost reasons alone misses the point. It is a cleantech, sustainability and technology cluster attached to a research university, and its value is in the ecosystem and the Abu Dhabi government relationships that come with it.
Why businesses choose Masdar City Free Zone
- Cleantech and sustainability cluster — renewables, energy efficiency, mobility, water, waste and climate technology
- Proximity to Khalifa University and its research base, which matters for R&D-led businesses
- Abu Dhabi positioning — useful when your buyers are government entities or ADNOC-linked
- Grade A office and lab space, including options for hardware and R&D operations
- Competitive packages for smaller technology companies, though not in the ultra-low-cost bracket
Who Masdar suits
Cleantech and climate technology companies, energy and sustainability consultancies, R&D operations that benefit from being near a research university, and businesses selling into Abu Dhabi government or semi-government buyers where the address is part of the credibility.
If you are a general trading company or a consultancy with no Abu Dhabi angle, Masdar is the wrong zone and you will be paying for an ecosystem you cannot use. Look at SPC, SHAMS or a Dubai zone instead.
The ICV angle, which is often the real reason
If you intend to bid for ADNOC or Abu Dhabi government contracts, your In-Country Value certificate will influence whether you win. ICV scoring rewards local spend, Emirati employment, investment in UAE assets and local procurement — and an Abu Dhabi presence with real premises contributes to several of those.
The certificate itself is calculated from audited financial statements by a certifying body, which means the quality of your accounts directly affects your score. Our guide to how the ICV score is calculated sets out where companies lose points unnecessarily, usually through poor cost classification rather than genuine underperformance.
Masdar City free zone licence cost
- Licence — mid-range, well above the Sharjah and northern emirates zones
- Premises — the main variable, from desk space to office and laboratory units
- Establishment card — roughly AED 1,200 to 2,000
- Each residence visa — roughly AED 3,500 to 5,500 including medical and Emirates ID
We quote the full first-year cost with government fees shown separately, and we will tell you plainly if the ecosystem premium is not going to earn its keep in your case.
Corporate tax and audit position
Masdar is a free zone, so the 0% corporate tax rate on qualifying income is available where you satisfy every condition for Qualifying Free Zone Person status. R&D and technology businesses often have a stronger substance position than average, because the people and equipment are genuinely in the UAE.
Two things catch technology companies out. First, grant and subsidy income needs careful treatment and does not always behave as founders assume. Second, transactions with an overseas parent or affiliate bring related party disclosure and transfer pricing obligations. Both are easier to handle in the accounting policy than in a later correction.
Formation process
- Eligibility and activity fit — Masdar is selective about alignment with its cluster
- Name reservation and initial approval
- Premises selection, from desk to laboratory space
- Application and documents
- Licence issuance
- Establishment card and visa guidance
- Bank account file preparation
Frequently asked questions
What is Masdar City Free Zone?
A free zone in Abu Dhabi focused on clean technology, renewable energy, sustainability and advanced technology businesses, located within the Masdar City development alongside Khalifa University.
Can any business set up in Masdar?
The zone is oriented towards technology, energy and sustainability activities and is more selective than a general-purpose zone. If your activity has no connection to that cluster, expect a harder conversation and consider whether the zone is right for you.
Is Masdar good for ADNOC tenders?
An Abu Dhabi presence helps, but ICV score is what tenders actually weigh — and that is calculated from your audited accounts, not from your address. Get the accounts right first.
Does a Masdar company need an audit?
Yes if claiming Qualifying Free Zone Person status, and in practice you will want audited accounts anyway for ICV certification and investor reporting.
Is Masdar expensive compared to other free zones?
More than the northern emirates zones, comparable with mid-tier Dubai zones. The cost is the ecosystem and the Abu Dhabi positioning, not the paperwork.
Do you work with Abu Dhabi companies?
Yes. We are a Dubai-based chartered practice serving Abu Dhabi businesses, and we do not maintain an Abu Dhabi office — see our Abu Dhabi page for how that works in practice.
