Unrestricted UAE trading
Sell to any customer in any emirate without a distributor, agent or additional branch licence eating into your margin.
Mainland company formation gives you a DED trade licence with unrestricted access to the UAE domestic market, eligibility for government tenders and no cap on where you can operate. We handle the entire registration.
A mainland company is licensed by the Department of Economic Development rather than a free zone authority. That single difference determines who you are allowed to sell to.
If your revenue comes from UAE-based businesses, government or semi-government entities, or retail customers walking through a door, mainland removes a constraint that will otherwise cost you contracts. Free zone companies face real restrictions on trading directly within the UAE market — usually requiring a local distributor or a separately licensed mainland branch, both of which erode margin.
Mainland also carries obligations worth planning for: a registered commercial address with Ejari, proper accounting records under the Commercial Companies Law, and corporate tax at the standard 9% above the AED 375,000 threshold, with no qualifying free zone relief available. We set all of that up alongside the licence so nothing is a surprise in month twelve.

Fewer restrictions, more addressable market — with corresponding compliance responsibilities we manage on your behalf.
Sell to any customer in any emirate without a distributor, agent or additional branch licence eating into your margin.
Public-sector and semi-government tenders generally require mainland registration. So do many large private contractors.
Quota grows with registered office space rather than being capped by a packaged tier you have to upgrade out of.
DED maintains a far broader catalogue of permitted activities than any single free zone, including combinations free zones will not license together.
Take premises in any commercial district in the emirate. No obligation to sit inside a specific zone perimeter.
Banks generally view mainland entities with local revenue and a physical office as lower risk, which shortens account opening.
A strict sequence — each step unlocks the next. We manage the dependencies so nothing is submitted out of order.
We select your DED activity codes, confirm 100% foreign ownership eligibility and choose the correct legal form — LLC, sole establishment or civil company.
Trade name options screened against UAE naming rules and reserved, then initial approval secured from DED along with any external approvals your activity triggers.
Memorandum of Association drafted and notarised, tenancy contract registered through Ejari, and the full submission file assembled.
Trade licence issued, Chamber of Commerce registration completed, establishment card and immigration file opened, and visa guidance begins.
Observed timelines for a standard activity with complete documents and no external regulator involved.
Almost always at notarisation or Ejari. A power of attorney that was not attested in the right sequence, or a tenancy contract the landlord has not registered, will hold the file at the counter. We verify both before submission rather than discovering it there.
Activity codes, legal form and ownership structure confirmed. Itemised quotation issued.
Name options screened against DED rules and reserved on the system.
DED initial approval issued. External approvals initiated in parallel where the activity requires them.
Memorandum notarised before a public notary or via approved e-notary. Tenancy contract registered.
Licence printed, Chamber of Commerce registration completed, establishment card applied for.
Immigration file, entry permits, medical fitness testing, Emirates ID biometrics and residence visa stamping.
Indicative year-one ranges for planning. Every quotation we issue separates government fees from our professional fee.

For consultancies, agencies, IT and other expertise-based services.

For trading, retail, distribution and goods-based businesses.
From AED 32,000

Office rent, Ejari fees, external approval charges and visa costs are additional and vary by location, activity and headcount. Figures are indicative planning ranges, not a binding offer. Request a written quotation for firm pricing.
What DED needs from you, and what we prepare on your behalf.
DED submissions get rejected for small, avoidable reasons. We eliminate those before they cost you a week.
The single most common expensive mistake in mainland setup. We map codes to what you will actually invoice for, including where you plan to be in two years.
Attestation, translation and notarisation requirements checked before submission — not discovered at the counter.
We match premises to your realistic visa quota so you neither overpay for space nor hit a headcount ceiling in month four.
Mainland entities pay 9% above AED 375,000 with no free zone relief. We set up books and elections accordingly from the start.
Our own government-relations staff handle notary, DED and immigration counters in person — not an outsourced runner you never meet.
The same firm handles your bookkeeping, VAT, corporate tax and audit afterwards. Nothing gets lost in a hand-off.
Straight answers, with the caveats that actually matter.
A mainland company is licensed by the Department of Economic Development of an emirate — DED in Dubai, SEDD in Sharjah, ADDED in Abu Dhabi — rather than by a free zone authority. The defining advantage is reach: you can trade directly with customers anywhere in the UAE, take on government contracts, open branches in other emirates and operate from any commercial address without an intermediary.
For the large majority of commercial and professional activities, yes. Amendments to the Commercial Companies Law removed the general 51% Emirati shareholding requirement — see whether you still need a local sponsor in Dubai —, and Dubai DED maintains a positive list of activities open to full foreign ownership. A limited set of strategic-impact activities still requires national participation. We verify your specific activity codes against the current list before you make any commitment.
Most single-activity mainland LLCs land between AED 18,000 and AED 30,000 for year one, covering DED licence fees, name reservation, initial approval, MOA notarisation, Chamber of Commerce registration and market fees. Office rent and Ejari registration sit on top and vary enormously by location. Activities requiring external approvals add both fees and time. We issue an itemised quotation so you can see precisely what is government cost and what is our fee.
Yes. Mainland licensing requires a physical commercial address with a tenancy contract registered through Ejari. The size of that space also determines your visa quota, which is calculated on square metres. Business centres and serviced offices satisfy the requirement at lower cost than a standalone unit, and we help size the space to your realistic headcount rather than to a sales target.
With complete documents and no external approvals, seven to fourteen working days is typical. Name reservation and initial approval take one to two days, MOA drafting and notarisation two to three, and licence issuance follows once Ejari is registered. Activities needing approval from bodies such as DHA, KHDA, RTA or Dubai Municipality add two to six weeks — we identify those on day one.
If your customers are UAE-based businesses, government entities or walk-in retail, mainland is almost always correct: free zone companies face restrictions on trading directly inside the UAE market and typically need a local distributor or a branch. If you serve clients overseas or run a consultancy with international clients, a free zone is usually cheaper and may qualify for the 0% Qualifying Free Zone Person corporate tax rate. We model your actual revenue mix rather than applying a rule of thumb.
Yes, and this is one of the strongest arguments for mainland. Government and semi-government tenders in the UAE generally require a mainland licence, and many large private contractors apply the same requirement to their supply chain. If public-sector work is part of your plan, a free zone licence will quietly exclude you from it.
Visa quota is calculated on registered office space, with roughly nine square metres per visa as a common working ratio, subject to approval from the Ministry of Human Resources and Emiratisation. A small serviced office might support two to four visas; a larger unit supports proportionally more. Tell us your hiring plan for the next eighteen months and we will size the office accordingly at setup.
Most clients pair this service with one or more of the following.
Compare IFZA, Meydan, DMCC, SHAMS and RAKEZ if your customers sit outside the UAE market.
Mainland entities pay 9% above AED 375,000. We handle registration, relief elections and filing.
Commercial Companies Law requires proper books. We keep them audit-ready from month one.
A twenty-minute call settles the mainland-versus-free-zone question properly — with your numbers, not a generic comparison table.
Tell us your activity and who your customers will be. We will confirm ownership eligibility, size your visa quota and send an itemised mainland quotation.
Takes under a minute. No obligation, no sales script.
Tell us where you are in the process. We will come back with the right jurisdiction, a realistic cost range and a timeline — no obligation.
