UAE tax invoice requirements: what makes an invoice valid

Every field the VAT Executive Regulations require, when a simplified invoice is allowed, the AED conversion rule, and why e-invoicing makes this unforgiving.

A UAE tax invoice must carry specific information to be valid. If it does not, your customer cannot recover the input VAT on it — and if your own supplier issues a defective invoice, the FTA can deny your recovery. With structured e-invoicing arriving from 2027, invoices that were tolerated on paper will start failing automatically.

What a full UAE tax invoice must contain

Article 59 of the VAT Executive Regulations sets the content. A full tax invoice requires:

  • The words “Tax Invoice” clearly displayed
  • Name, address and Tax Registration Number of the supplier
  • Name, address and TRN of the recipient, where the recipient is registered
  • A sequential invoice number that uniquely identifies the document
  • Date of issue, and the date of supply where different from the date of issue
  • Description of the goods or services supplied
  • For each line: unit price, quantity, rate of tax, and the amount payable in AED
  • Any discount offered
  • The gross amount payable in AED
  • The tax amount payable in AED, with the exchange rate applied if the invoice is in another currency
  • Where the reverse charge applies, a statement that the recipient must account for the tax, with a reference to the relevant provision
The two most commonly missing items in practice are the customer’s TRN and the AED tax amount on foreign-currency invoices. Both are fatal to the customer’s recovery, and both are trivially avoidable.

When a simplified tax invoice is allowed

A simplified tax invoice may be issued where the recipient is not VAT registered, or where the recipient is registered but the consideration does not exceed AED 10,000. It is the retail-counter document, and it needs less:

  • The words “Tax Invoice”
  • Supplier name, address and TRN
  • Date of issue
  • Description of goods or services
  • Total consideration and the tax amount charged

Note what is absent: no customer details, no line-level tax breakdown, no sequential number requirement in the same form. That is precisely why a simplified invoice is a weak document to hand a business customer who intends to recover the tax.

Foreign currency invoices

You may invoice in any currency, but the tax amount must be stated in AED, converted at the exchange rate published by the UAE Central Bank at the date of supply. Using your own bank rate, month-end rate, or the rate on the payment date is a common and avoidable error, and it produces a mismatch between your VAT return and your accounting records.

When the invoice must be issued

Within 14 days of the date of supply. Late issuance is an administrative breach in its own right, quite apart from any tax effect, and it distorts the period in which the supply is reported.

Why this gets stricter from 2027

Under the UAE e-invoicing mandate, invoices become structured data exchanged through accredited providers rather than PDFs sent by email. A structured invoice either contains the mandatory fields or it fails validation — there is no equivalent of a customer accepting a slightly incomplete PDF because the relationship is good.

Fix the master data now

The practical work is unglamorous: make sure every customer record carries a valid TRN, that addresses are complete and consistent, and that line descriptions are specific enough to map to structured fields. “Professional services” on a six-figure invoice is the kind of description that passes today and creates questions later.

What happens when an invoice is defective

If you hold an invoice that does not meet the requirements, you do not have valid evidence for input tax recovery. The FTA can deny the deduction on review, with penalties and interest on the resulting underpayment.

The remedy is usually simple — go back to the supplier and ask for a corrected invoice or a credit and replacement note. The difficulty is that this is normally discovered during an FTA audit, years later, when the supplier has moved on or ceased trading. Checking incoming invoices at the point of receipt is far cheaper than reconstructing them.
